The idea seemed promising: The leadership of the party gathered together the best economic experts in a planning commission to draw up possible variants for the country's economic future. The Politburo decided for what they considered most feasible. Not until the companies had uttered their opinions and suggestions the outlines should become detailed planning orders. This system was to prevent parallel or overproduction, insufficient capacity utilization, and the ups and downs of the economic cycle. However, life in "real existing socialism" was different. Since continuous shortages of material were hampering the economic process, planning was more engaged in finding compensations than in securing a long-term economic growth.
