On January 8, 1918, president Woodrow Wilson submitted a plan to end World War I to the American Congress. In Germany Wilson's suggestions were highly controversial. When in late September 1918 the military situation was completely hopeless, the German Supreme Army Command demanded immediate negotiations on the basis of the American peace proposal.
